Officials dispute e-mail rumors about shelter

The Lyon County Sheriff’s Office spends around $70,000 a year in taxpayer money to pay the salary of an animal control officer and fees to house strays at the Emporia Animal Shelter.

An e-mail that has been circulating recently has prompted the Lyon County Sheriff’s Office and the Emporia Police Department to clarify animal control policies in the two entities. The e-mail alleges that “all animals brought in by Lyon County Animal Control will now only be given 72 hours to live. ... These animals will not be given the opportunity to be adopted...”

Lyon County Sheriff Gary Eichorn said there is no 72-hour limit for animals at the Emporia Animal Shelter.

“We’re not putting them down in 72 hours,” Eichorn said. “It’s not our policy, and I’m sure it’s not the city’s policy.”

County animal control has come a long way, Eichorn said. Before the county hired an animal control officer, there wasn’t a designated person to take care of strays and other animal problems in the county. The county animal control officer has days where he takes more calls than the regular officers, Eichorn said. Having a designated person to perform animal control duties frees other deputies to perform their duties.

“We have a lot better program than what we’ve had in the past,” he said. “To me, that’s taking care of the needs of the public.”

The county contracts with the city of Emporia to house animals at the shelter at $10 a day per animal. If someone brings in five puppies and a mother, that’s $60 a day, Eichorn said. Animals are being kept much of the time for five days and sometimes six to 10 days. Eichorn said the county is averaging $1,200 a month to house stray dogs and cats. The sheriff’s office also has a contract with some of the small towns in the county to perform animal control duties. Those towns pay the fees for those animals, Eichorn said.

Most of the animals picked up by the county are generated by public complaints. Many times animals are dumped in the county by people who don’t want them anymore.

“We’re not out patrolling to pick up animals,” Eichorn said. “Most of the time it’s reactive. We’re not driving around somebody’s neighborhood trying to find their dog at large.”

Animals brought in by the county are put up for adoption — if they are adoptable. The shelter staff determines adoptability of the animals. Eichorn pointed out several county animals that had been adopted in recent months.

“Adoption is an option,” Eichorn said.

However, the shelter only has so much room to hold animals.

“One of the biggest problems is our shelter is not big enough to keep animals for very long,” he said.

It’s also expensive to hold animals at the shelter.

“It’s terrible, but I don’t know that we can afford more than what we’ve been doing,” Eichorn said. “When you’re spending $70,000 in tax dollars on animal control, that’s a lot ... I would like to see them all adopted and I would like to see none of them dropped off in the county.”

The e-mail also alleges that the Emporia Animal Shelter is a “high kill facility.” Emporia Police Chief Gary Smith said he takes exception to that statement and said the city has not changed any of its policies regarding animal control.

“I meet with those people (animal shelter employees) weekly and it’s not an easy decision for them to euthanize anything,” Smith said. “When you’re running at or above capacity you have to make tough decisions. We’ve not changed what we’re doing. I’ve even gone to the extreme of putting our community service officer out there.”

Part of the problem in Emporia is overpopulation.

“The big problem is people who won’t keep their animals confined and won’t spay and neuter and vaccinate them,” Smith said.

Smith said the city is looking for ways to hold people accountable for their animals if the animals aren’t spayed or neutered and animal control has to pick them up. Smith said he’s seeing a pattern at the animal shelter and the same animals are showing up over and over.

The Emporia Animal Shelter gets a lot of comments from the public saying people have donated money to take care of the animals, Smith said. Smith said that’s not the case.

“A lot of money goes to the Buck Fund or the Humane Society,” he said.

People wishing to donate to the Emporia Animal Shelter have to donate through the Emporia Police Department, Smith said. Although the Buck Fund and the Humane Society work with the shelter on placement of animals and other assistance, money donated to those entities does not go directly to the Emporia Animal Shelter.

“It’s a city-run facility,” Smith said. “The only way to donate to the shelter is to send it to the police department.”

It would help if the shelter was open to the public during times most people are free to go look at potential pets. Last I knew they were basically open midmorning to early afternoon when most people are at work or school. And they're closed weekends and holidays. It seems to me that if you want to adopt animals out you'd have at least one day a week where you have evening or weekend hours.

I like the point that the animals dropped in the county (the ones who survive) often end up at the shelter anyway. Save everyone grief and the time and gas of the deputies (our tax dollars, by the way) and take the animal there in the first place if you can no longer care for it. At least then they are given food, water, and a warm bed. If they have to be put down at least it's quick, not a slow death to starvation or injury. We had to put down a stray cat with multiple infected wounds this spring. It about broke my heart to do it but it was dying of infection and probably in pain. For those who believe those of us in the country are heartless to put animals down, think again. We do the best we can in a bad situation. I'm sure it upsets the shelter staff to have to put down animals they've been looking after too.

Mandoratory spay & neuter for all the pets upon adoption would help, but instead the city only requires the minimum 'deposit' which is cheaper than the surgery. Therefore most animals adopted usually produce multiple litters causing more overpopulation and misery.
Any money donated to the city shelter goes into the general fund which may be buying gas for a police car, not helping the animals. Help by donating Frontline flea treatments, or vaccinations, something you know the shelter gets to use.

What is the actual percentage rate of gas chamber deaths vs. adoption? How high is high? Isn't it true Officer Smith that if you're a dog or cat entering our shelter you have a 70-80% chance of ending up in a plastic bag at the dump! YES or NO?

When I donated to the shelter they assured me that the donated funds are specifically designated for shelter use. I checked the facts like knowing when the shelter is open and what happens to those animals who are adopted and those not. I've adopted mine and donated. I assume those of you who are spouting disinformation have done so likewise? Please don't tell me you pay taxes as so do I. So does most everyone. The real truth is the flea markets and donations to the other organizations do NOT go to anything that helps the shelter. In fact last year, ESU students raised money for the shelter and mistakenly made the check payable to the Humane Society. The shelter director told the students the check would have to be reissued. When that wasn't possible the students took the donation check to the Humane Society folks who said they would cash it and forward it to the shelter but instead, the humane society folks told the shelter director they would review a list of things needed and approve and decide where the SHELTER's money would go.

Why don't you animal lovers see how much the full time director of the humane society gets paid and how that might help the shelter. Has anyone asked the two foundations, Buck Fund and Humane Society to disclose how they break down their charitable contributions and how much they spend on themselves? I also checked to see if an "officer Smith" oversaw the shelter and was told there was no officer there by that name but the Chief's name is Smith so I guess that information was wrong too?

Quit picking on the shelter and the cops and get your facts straight. Maybe the Gazette can do a study on the animals turned over and what happens. Since the city has no "dump" I find it hard to believe they go to a non-existent location.

Everybody wants services but doesn't want to pay for it. If you all can do better why don't you draft a contract proposal to take over the shelter operations on the existing budget and see if you can do better...then everyone can throw brickbats at you and see how you like it.

FACT: funds donated to the Humane Society do NOT benefit the Emporia Animal Shelter. The Humane Society does not and HAS NOT donated to benefit the Emporia Animal Shelter in YEARS!!!!! You MUST make your check specifically to THE EMPORIA ANIMAL SHELTER, and even then the donation will get LOST in the general fund. A long term Buck Fund lifetime member purchases vaccinations for the shelter every month and yet STILL the animals coming into the shelter DO NOT receive the basic vaccinations to protect them from contracting illness born from the shelter.

FACT;; funds donated to the Buck Fund DO go towards rescuing animals from the Emporia Animal Shelter. They transfer animals out of the shelter and take them into care or into other no-kill facilities.

FACT: Pull your head out of your ass Emporia!

Eichorn: Excuse me? The shelter rmanager directly told me that this is the new policy affecting county animals brought into the shelter. 72 hours, no adoption possibility. Must be immediately transferred out or euthanized. I personally have busted my behind to transfer county animals out because of this new policy. DON'T LIE TO YOUR PUBLIC! TAKE RESPONSIBILITY FOR YOUR POLICIES...

Who is telling the truth, shelter staff? or county figureheads? Let's get to the bottom of the story! Quite frankly, I'm sick and tired of being lied to.

I ask on another article (over a month ago)about the chain Link panels out behind the buck fund office, that have been there for Months and Months, why are they not being put to use? Why are they not avalible to foster families to use?. the response I got was that the panels and are pegged for use by two foster homes who have runs/construction under way so they can foster more pets. Some of the panels are also pegged for the Madison Animal Control in Madison as The Buck Fund takes 100% of those animals.

So I'll ask again, Why are these chain link panels Still Behind the office?

seems to me if you have equipment and supplies, you would see they are put to use not just sitting around rusting away in the weeds.
This is one reason I do Not donate to the buck fund. I wonder who paid for those panels, I bet they are happy to see them leaning against a shed instead of housing a few pets.

Firecracker, I'm curious have spoken directly to the police chief or the sheriff or are you relying on information from third parties? I've spoken to both directly and they assure me that the article is accurate and they will be discussing what information shelter staff is telling the public. Is it possible shelter staff have another agenda? It's pretty clear you do. You obviously don't like the shelter organization or the Humane Society. I'm going to check next week with the shelter to find out who is donating regularly for animal vaccinations and get to the bottom of that myself here. When I find out I'm going to post it here.

Ok Folks! Once again, to the fool who is so freakin worried about those panels??? What's up, you strike me as a person who isn't about activism or help at all. All you're about is running your mouth. You've probably never given a red cent to any organization ever. I see personally the long cruelling hours spent cleaning kennels, driving from one pick up to the next to take animals to safe havens in no kill shelters. I see personally the animals getting vaccinations, spayed and neutered. I have seen the love poured out and the tears cried for animals that have been so cruelly treated by humans that they can't be saved. If you're not giving of your time and money to the Buck Foundation then you are person with no heart and no conscious. As I have said in the past; I've ridden in that Buck Fund van. I've seen first hand the 12 - 16 Hour Days. I've been there when the Buck volunteer actually worked as a vet tech in the surgery area. The huge giving hearts of these people are unbelievable and humbling! What an organization. I must agree with Firecracker, until we have a person working in the City who truly cares about making our Emporia Animal Shelter a NO KILL FACILITY and makes dramatic changes in philosophy and administration then it will continue to be hopeless. What we need is the City, Humane Society, and Buck Fund to sit down around a table and pool resources to make a difference. And oh, BY THE WAY- - might want representatives from all Vet Clinics there, too. There needs to be a change in the spay neuter philosopy of our vet hospitals. Spay/neuter is the only thing that will make a difference. That and we need legislation to stop the mom and pop puppy mills. These people breed a litter and then discover they can't sell them so guess who gets them, the folks in the county or they are dumped on the Animal Shelter. So don't ask me why I'm all about animals,cause humans are blooming idiots!

I can't imagine where you get the idea Firecracker doesn't like the Humane Society or the Animal Shelter. #1 the Animal Shelter will always have to euthanize, BUT they could do allot less if they would prioritize by making a few calls to rescues and no kill shelters so the animals could be transferred out. And the Humane Society??? Once again, no hand's on animal welfare happening at all; if nothing else they could be making the transport calls and checking the Emporia Animal Shelter for dogs that can be saved. They could actually save many of the animals that come into the facility. Hey, maybe their new director could go out and give the vaccinations donated by whoever!!! And if allowed, I bet volunteers would walk the dogs and clean the kennels???!!! You know maybe volunteers from the high school who want to give community service could help?? We just need a volunteer coordinator!! There has to be a way to draw together a TEAM OF PEOPLE who care about the damage that HUMANS are causing! God has asked us to have dominion, to care for the animals. The suffering caused to these animals by the dregs of mankind is unspeakable; therefore Humans MUST MAKE THIS RIGHT!

I had been to the buck fund months ago to see about fostering ANOTHER animal but had not enough pens. So I wonder, why if they want foster families do they not put the panels to use in those foster homes, The question seems a simple one to me. If you cant answer it and/or you gave me the incorrect information last time , thats OK ,just say so.

Good Grief!! What's up with these panels! Those panels are there to be used as needed by the Buck Fund. When they have a home that can use them they will be used. There are laws in Kansas about how many pets can be housed in one home. Maybe the homes are full, maybe there is a shortage of homes. Who gives a darn about those panels. They are a resource that will be used in due time. In the meantime; the Buck Fund has only one paid employee. I understand she is paid for 20 hours a week and works many weeks as many as 40 - 50 hours! Now let me see appears that employee and other staff of Buck Fund are busy finding homes. They have prioritized their efforts to save as many animals as possible and all you're worried about is some panels laying around. Mercy sakes dear person get yourself together!

IF they are for use to foster families, Why are they still not being used? Does it take Months to adopt a pet from the buck fund? Are there No Families wishing to adopt? As an animal control officer and a long time vet tech. in a high kill shelter I would like to say that the amount of unwanted pets is over whelming. Being due to un sterilization and our economic situation. No position in the animal field is a bed of roses. Most shelters have to euthanize after 3 business days, mostly due to space, but they should always work with rescue to save as many lives as possible, that should be protocol. The Buck Fund has been able to adopt out a good percentage of the Madison animal control dogs, not 100% as some one said, the rest have went to other rescue groups through out the united states. Madison does not have the volume of strays and unwanted pets as Emporia. I am also a licensed foster home and have kept dogs as long as 9 months before a rescue had space to take them. That is commitment. The Buck Fund pulls a lot of dogs from the Emporia shelter and I have pulled a few too. Shelters and rescue groups through out the united states are full and are in desperate need of foster homes, volunteers and donations. If we all work together and do one small thing it makes a difference for the lives of all the homeless pets. I do wish that the Emporia shelter would do away with the gas chamber, lethal injection is more humane.

ACO, I have no doubt your commitment to unwanted animals and I have no doubt as to the commitment of others when it comes to unwanted pets, You all deserve a big thank you!

I only posed ONE simple question that had to do with the use of some chain link panels which the buckfund owns, and have yet to get a straight answer as to thier use. It seems Yahoosis would rather call me names or give misinformation or even act as if she is speaking on behalf of the Buckfund.

So it seems she is a liar or really does not have any idea what she is talking about, either they are being used or they are not, either the buckfund takes 100% of Madisons Animals or they do not (as you have said)

I would think the buckfund (who has made a post) would tell Yahoosis to not speak for them, she doesnt do to good representing them and I would think they would just answer the question I ask and clear the air.

Dear Lifegoeson: I am in no way associated with the Buck Fund; however, since the Buck Fund is an organization monitored by the State of Kansas, they do indeed have an OPEN BOOK which unlike yourself, I have read. Would you also like to know about the case of toilet tissue sitting at the Buck Fund Office??? Do you want to know what their plans are for that as well??? Now, why don't you call one of our fine physicians in town and get a pill for whatever is wrong with you as you seem a bit obsessive/complulsive about the fencing panels.Duh!

Dear LifeGoesOn: An OPEN BOOK must be kept by any organization in the STATE OF KANSAS who has a tax exempt status. CAN YOU READ? See the open books of the Humane Society of Emporia, the Buck Fund and while you're at it please check to see if any money given to the Emporia Animal Shelter can be tracked as a gift and then as a direct expenditure for the Animal Shelter? Who knew? Maybe I'm a Doberman loving,accountant for the State?? What do you think? Also, I like little baby ducks, watermelon wine & children!

as for the panels, it's ok, It was just a simple question that I thought maybe someone would care to answer for me, I see now that no one does or no one has an answer OR someone like yourself will give Any Ol answer that comes to mind
. So I guess they will just continue to sit there, unused as they have been and if thats what the Buckfund wants to do with them, more power to them, Just seems a waste to me but thats JMO.

I am a strong advocate for animals. I grew up around them, always had pets and still do. I value their companionship more than most humans. However, some of the militant animal rights advocates hurt their cause. A good example is YaHooSis48. She attacks people (even to the point of name calling) who are not in lock step, in every small detail, with her. I wish that our shelter did not have to euthanize. However, we have to face the facts and reality. From what I can see, the Police and Sheriff's Departments are doing the best that they can, and they do a service to animals on the unfortunate side of life. People like YaHooSis48 hurt the cause of animals. It's too bad, because these poor animals need all the advocacy that they can get.

Good post, Jayhawker. In addition, while I don't always agree with LifeGoesOn, I will certainly support his/her right to receive an intelligent answer to the fair question about fence panels. He/she has observed the fence panels and even asked the question before and never received an answer. Being vehemently attacked is unwarranted. Now it raises even more questions about the panels, particularly if this is a public supported organization. Smart alecky answers that repeat song lyrics involving baby ducks do nothing but alienate those who may want to donate cash to these animal organizations.

Speaking of donating. I learned today that if we want to support the Emporia Animal Shelter, we should write on our checks, "City of Emporia Animal Shelter." Then the money goes directly to the shelter and is used for animal medicine, flea stuff, etc. Food is donated by Walmart. Mail it directly to either the police department or the shelter itself at 1216 Hatcher St.

I adopted my own kitty, Thomas Justagato, from the Emporia Shelter. They were very nice and treated me with respect so I like to support them.

Thanks, create. So Thomas is "just a cat" but I bet very good companionship. I always thought of myself as a dog person (meaning that I liked dogs but not cats). In my later years, I adopted a cat and found out that I had been wrong about cats all of those years. I now consider myself to be both a dog and a cat person. A cat expects more from its human than does a dog, but can be just as rewarding.

I dont mind donating money to the buckfund, the humane society or the Emporia shelter but I would like to know that my money would not be wasted by buying supplies that may never be used.

OK, you guys, has it ever ocurred to either of you, that maybe there aren't enough volunteers for foster homes or that maybe no volunteers to put the fencing up. To call a man/woman a fool is hardly name calling. A "fool" is described as "A PERSON WITH LITTLE OR NO JUDGEMENT,COMMON SENCE OR WISDOM". To be obsessed over some supplies is absolute silliness! LifeGoesOn, you were advised earlier that the panels were "pegged" for future use. No specific date was given. I hardly think that is lying. Goodness talk about name calling???If indeed, I am a poor ambassador, then take a look at yourselves, three fingers pointing back at yourself. The only thing you have managed to do is take us down an empty road. AS THE REAL PROBLEM IS THE FACT THAT THE CITY FATHERS WILL NOT SIT DOWN WITH KNOWLEDGEABLE PEOPLE AND RESOLVE THIS PROBLEM. There are indeed many things that can be done in this town to stop the explosion of unwanted and abandoned pets.

Dear LifeGoesOn, Create, & Jayhawker, if you are still not happy with any answers I can provide and you don't want to blow your cover, then by all means call the Buck Foundation and ask Ms Cooper who owns the panels, who paid for the panels or donated them. I am sure Ms Cooper would graciously answer your questions as I have found her to be a very educated, well versed young woman with a sincere passion for her work. The Buck Fund Staff under the direction of Ms Cooper has helped the plight of animals in our community by leaps and bounds. I have had high hopes that more people like her would come along so she could mentor them to follow in her foot steps.However; volunteers are a PRECIOUS COMMODITY in any field.

Hello to everyone concerned about the panels,
As a long time foster home & supporter of the Buck Fund, I paid for the used panels from my nephew in Osage Co. When my sister & brother-in-law hauled them to me in May, they could have been delivered just as easy to my house to be used & stored. But since the washer & dryer they were donating to the Buck Fund (to be used at the house) was also loaded on the trailer, the panels had to come off first. It was a thought once to possibly set some up in the back yard, or use them for a future adoption event at the house. Either way, they will be used eventually for fostering at my house, your house, Madison, or where ever Buck Fund needs, after some repair work is done. Sorry for the delay, it's been a busy summer!
The house they're stored at is owned by my other sister, who is allowing the Buck Fund to have our Catty Shack & office there. Since our stores moved in together this summer, my shop could no longer be a foster home for the kitties.
Therefore my apologies for not moving the panels sooner & causing so much discussion. Come up to the Catty Shack, I'm usually up there helping out on Tuesdays & Thursdays 2-6pm, cleaning out the van after a dog transport, the cat rooms or showing people around. Or drop by Tallgrass Art & Frame, I'll be glad to answer any other questions! Thanks & again my apologies.......... Sara Kelley

I thought the real problem was pet overpopulation. Also, part of the problem, it appears, is an e-mail alleging that Emporia is a high kill facility. Whoever sent that e-mail is contributing to the problem.

Now we have more questions to add to the one about the fence panel. Why won't the city commissioners meet with the "knowledgeable people"? Who are the "knowledgeable people"? Who sent the e-mail? Was it someone with a vested interest?

I think I'll go back to C-Span and the bailout discussions. Fewer questions there.

I suppose I got confused when YahooSIS (who is in no way associated with the Buck Fund) by her own admission had told me on another post that, and I quote "the panels and are pegged for use by two foster homes who have runs/construction under way so they can foster more pets. Some of the panels are also pegged for the Madison Animal Control in Madison" end quote

This was in early August. I had wondered why they had not been moved then to these "two foster homes " and moved to "Madison Animal Control in Madison" since it had been over a month later and the panels were still sitting there.

You have now cleared up the lie I was told by Yahoosis. The statment you made

That statement from you (the owner) means only one thing to me, that the panels WERE NOT pegged for use by two homes or the Madison shelter at the time YahooSIS told me they were.

It was my mistake to assume that she may have had reliable information.

I was told by (you) the the panels were ((("pegged for use by Two Foster Homeswith runs underway and a shelter"))) This my friend WAS A LIE and therefore makes you a liar

If you had said the FIRST time I ask "pegged for future use" as opposed to " pegged for use by two homes with runs underway and the Madison Shelter" there would have been no other questions, unfortunatly the meaning is not the same in both statements. It would be like me telling you, I'm going to paint my bedroom, I have it almost taped and ready as opposed to I am going to paint someday

Lastly yAhooSiS, and a bit of advise, dont respond to questions ask of the BuckFund, the Animal Shelter or the Humane Society? You are no accociated with any and therefore are not qualified to answer.
